Richard Shoff, currently a deputy chief of the Syracuse Police Department, will become the next first deputy chief, Mayor Ben Walsh and Chief of Police Joe Cecile announced in a press release Tuesday.

Shoff, a U.S. Navy veteran who has served in SPD for over three decades, was appointed deputy chief of community policing by Mayor Ben Walsh in 2018. Shoff currently leads the department’s Support Services Bureau, overseeing personnel, administrative and public safety functions of SPD, according to the release.

Captain Julie Shulsky will replace Shoff as a deputy chief, the release announced. She has served in SPD since 2006 and became the first female canine officer of the department in 2013. Shulsky most recently served as commanding officer of the department’s Training Division.

The appointments came over a week after Cecile, the former first deputy chief, assumed office as the new police chief, hours after Kenton Buckner announced his resignation on April 22.

Syracuse.com previously reported the appointments on Monday, citing three anonymous sources in the department. An SPD spokesperson told The Daily Orange in an email response Monday evening that the department would wait until Friday to comment, adding that a swearing-in ceremony will be held on that day.
